The Trump administration's renewed diplomatic push to end the war in Ukraine has alarmed European and Ukrainian officials who fear Washington is preparing to pressure Kyiv into accepting a settlement on Moscow's terms, potentially forcing Ukraine to cede territory in exchange for nonbinding security commitments.

Experts warn that if the U.S. reduces support further—beyond the already-halted direct aid—Europe will need to bolster its own defense production capacity while potentially deploying $220 billion in frozen Russian assets to support Ukraine.

“The U.S. still provides intelligence assistance, which is important, and has so far been willing to sell weapons to European countries to transfer to NATO,” says Brian Taylor, director of the Moynihan Institute of Global Affairs.

“If the U.S. stops even doing that—and it would be quite a radical policy change if the U.S. is unwilling even to sell weapons to European countries—then Europe will have to continue on the path it is already on, which is to bolster its own defense production capacity,” he says.
