Bio
Clay is a Ph.D. student in the Department of Public Administration and International Affairs. Prior to matriculating to Syracuse University, he was employed as a Policy Analyst at The Council of State Governments where he worked on a variety of topics, ranging from occupational licensing to social policy. Clay's research interests include social welfare programs and poverty policy. He is working with Professor Colleen Heflin.
