Republicans are campaigning on last year’s tax cuts, and the higher state and local tax (SALT) deduction cap is seen as potentially the most politically potent, with benefits concentrated in suburban districts like the one in New York’s lower Hudson Valley where Rep. Mike Lawler is making it central to his political identity.

Experts note, however, that tax cuts often fail to sway voters because of partisan loyalties, low awareness of tax changes and competing concerns such as prices.

“One of the challenges of tax cuts is that people only interact with the tax system once a year, and it’s in April,” says Chris Faricy, associate professor of political science and director of the Campbell Public Affairs Institute. “It’s a heavy lift for Lawler to say, ‘Hey, I know you’re concerned about affordability and housing, but remember in April when you did your taxes?’”
