Gov. Kathy Hochul recently directed the New York State Department of Environmental Conservation to require all new passenger cars, pickup trucks and SUVs sold in the state be zero-emission by 2035.
“The environmental benefits are largely going to impact disadvantaged communities if you think typically about tailpipe pollution,” says David Popp, professor of public administration and international affairs and senior research associate in the Center for Environmental Policy and Administration.
